Description: This course satisfies mandatory refresher certification training requirements for Navy and Marine Corps military, civilian, and contractor personnel assigned functions applicable to the inspection of railcars used to transport A&E and hazardous material shipments as prescribed by DoDI 5160.68, and other personnel who must fulfill certification requirements prescribed by NAVSEA OP 5, Volume 1, and NAVSEA SW023-AK-SAF-010. This course provides a comprehensive review of DoD, DOT, and Navy guidance, techniques, and procedures to inspect railcars used for on-/off-station shipments of A&E and other related hazardous materials, as well as training in the application of compatibility, placarding, transportation safety, physical security of sensitive conventional arms, ammunition, and explosives (AA&E), and blocking and bracing for ISO intermodal containers. Students will receive training in the application of railcar inspection procedures using NAVSA Form 8023/3 (Railcar Inspection Checklist).

Audience: Navy and Marine Corps military, civilian, and contractor personnel assigned functions applicable to the inspection of railcars used to transport A&E and hazardous material shipments as prescribed by DoDI 5160.68, and other personnel who must fulfill certification requirements prescribed by NAVSEA OP 5, Volume 1, and NAVSEA SW020-AF-HBK-010.

Length: Approximately 8 hours (self-paced learning).

Special Information: Refresher certification may be completed every two (2) years to maintain certification. This course is a web-based (online) course. Students must have web access, a CAC card, and a Navy E-Learning (NeL) account. Students must register through NeL for course credit. A high-speed Internet connection is recommended to complete the course.

Prerequisites: Personnel seeking initial certification training must successfully complete the instructor-led version of the course, Course No. 4E-F40/645-F24 (MC), NAVAL MOTOR VEH & RAILCAR INSPECTION (CERT).

Completion of Course No. 4E-F29/645-F13 (DL), BASICS OF NAVAL EXPL HAZARD CONTROL (CERT), OR Course No. 4E-F39/645-F23 (DL), NAVAL EXPL SAFETY MGRS/SUPVRS ORIENTN (CERT), offered by the Defense Ammunition Center (DAC) via distance learning (DL) is highly recommended.
