Description: This course satisfies mandatory certification training requirements for Navy/Marine Corps shore activity Explosives Safety Officers (ESOs) as prescribed by DoDI 5160.68 and NAVSEA OP 5, Volume 1, as well as supervisory personnel and safety professionals whose responsibilities involve ammunition and explosives operations at shore facilities. This course provides a comprehensive review of Department of Defense (DoD) and Department of Navy (DoN) regulations governing the Explosives Safety and Qualification/Certification (QUAL/CERT) program and ESO responsibilities for command administration and management, as well as technical training in the application of facility certification and master planning, ammunition and explosives (AE) standard operating procedures (SOPs), operational risk management (ORM) and lightning protection requirements, arms, ammunition, and explosives (AA&E) transportation, equipment, and physical security requirements, and Navy publications and instructions for safely managing ordnance operations, conducting explosives safety self-inspections (ESSIs), and implementing the QUAL/CERT program.

Audience: Navy/Marine Corps shore activity Explosives Safety Officers (ESOs) and supervisory safety professionals with duties involving ammunition and explosives as prescribed by Appendix D of NAVSEA OP 5, Volume 1, as well as supervisory personnel at the grade level of E-6 and above, O-1 to O-6, WG09 and above, or GS07 and above, at a Navy or Marine Corps activity/installation responsible for conducting ammunition and explosives operations at shore facilities.

Length: Approximately 24 hours (self-paced learning).

Special Information: This course is considered mandatory certification training for Navy/Marine Corps shore activity ESOs and supervisory professionals with duties involving ammunition and explosives as prescribed by NAVSEA OP 5, Volume 1, Appendix D. Certification for this course is one-time only; however, local activities may require completion of this course as refresher training for personnel who have been away from ordnance supervisory/management duties for more than one year. This course is a web-based (online) course. Students must have web access, a CAC card, and a Navy E-Learning (NEL) account. Students must register through NEL for course credit. A high-speed Internet connection is recommended to complete the course. This course is not available to International Military Students.
